Gilgit-Baltistan province is a mountainous region where the three major ranges – Himalayas, Karakorom and Hindu Kush – meet. Its population is exposed to numerous vulnerability factors, such as seismic risks, geographical isolation, climate change and difficulty in accessing economic, financial or energy resources. At the same time, the region has enjoyed dynamic economic development.
For more than 30 years, Aga Khan Development Network (AKDN) has been rolling out solutions relating to access and treatment of drinking water, improvement of housing, access to energy and structuring of local governance. Despite the significant results already achieved, substantial needs still remain. AKDN and AFD developed a €30 million project concept, combining grants and subsidized microfinance to facilitate access to these large-scale solutions. Geres was commissioned to carry out the feasibility study (climate vulnerability diagnostics, technical/economic study of proposed solutions, socio-economic study of the population) and design the project (methodology, budget, objectives, plan of action, organization chart, household credit solutions, etc. ).
