External evaluation of the cemaaterr multi-country project (phase II)
Context
The multi-country project “Climate-Energy: Adaptation and Mitigation Measures in Rural Territories” (CEMAATERR) carried out since 2016 by Geres and its partners operationalizes a cross-cutting approach carried at the global level that Geres wishes to develop in its sectoral interventions. It allows Geres to raise awareness and support local actors in the structuring and deployment of transition strategies contributing to low-carbon development and improving resilience to the effects of climate change in rural areas and relay cities in Asia, West Africa and the Mediterranean.
This mission concerns the final evaluation of phase 2 of the CEMAATERR project as presented in the financing agreement signed with the French Development Agency.
This evaluation must allow (i) to critically assess the quality of phase 2 of the program 6 months after its completion and (ii) to discuss with local partners the strategic and operational orientations for the continuation of interventions.
